Twice a month salary to benefit Brunei

New salary scheme to be introduced for government servants in their pilot initiative for those under Prime Minister’s Office and the Ministry of Finance by January 2018
 

I heard of the rumour a few weeks ago from a reliable source and yesterday’s briefing by Ministry of Finance confirmed that there will be a pilot initiative of twice-monthly salary payment starting January 2018. The first phase will be introduced to the officers and staffs under the Prime Minister’s Office and the Ministry of Finance.

The briefing took place at two venues at the Prime Minister’s Office and the Ministry of Finance led by Dato Paduka Ahmaddin bin Haji Abd Rahman, The Permanent Secretary (Policy and Investment) at the Ministry of Finance and Dayang Norliah binti Haji Kula, The Permanent Secretary (Performance) at the Ministry of Finance respectively.

The briefing discussed on the reasons on why the bi-monthly salary is being implemented. Firstly it is to enhance the effectiveness of officers’ and staff’s cash flow management when it comes to spending on their daily needs. This will encourage them to facilitate their spending plans. Secondly, it will help to sustain the commercial and economic activities happening in Brunei Darussalam. This will also help to increase the domestic spending and make the economy more resilient than before.

With the execution of the new initiative at the said ministries, this will enable the Treasury Department to assess and carry out feedback to ensure that the Computerised Payroll System and Daily Paid System are running smoothly.

Under the two ministries, the ones who will undergo the new system are officers and staff who hold permanent, contractual, monthly, open-vote and daily-paid status and also whose salaries are disbursed through the Treasury Department.

It was mentioned that those under the i-Ready Scheme and Capacity Buidling Centre will not be affected by the new initiative. Other exemptions are those under Service Pensions, Old Age Pension Allowance, Welfare Assistance and Allowance for the Disabled to name a few.

The financial institutions (banks and such) provide support to the initiative as they will divide into two payments of personal loans, housing loans, car purchasing loans and other loans which would mean that the salary deductions for loan payments would be applied twice a month.

The inaugural Brunei Rice Bowl Startup Awards (BRBSA) celebrated the winners last Friday, 3rd November at Progresif Headquarters Townhall, Gadong.

The top nominations for the night were judged by local panellist that are active in the development of the local startup community. The nominees underwent rigorous judging before the top ones were chosen.

Paul Taylor, CEO of Progresif, opened the awards night with his welcoming remarks followed by an introduction of the ASEAN Rice Bowl Startup Awards (ARBSA) by Rubi-Ain Dahlan, Project Director of ARBSA, who flew in from Kuala Lumpur to attend the event.

“It is hoped that with this award and initiatives alike, we will be able to grow the Startup community considerably in the short future. We would like to see that entrepreneurship is seen as a first choice career option and not just as a last resort. We hope that BRBSA will able to assist in changing that mindset in our generation today,” said Charlotte Lim, Lead Organiser.

The awards night proceeded with its main event, starting off with awarding the Best Newcomer, presented by Shamir C.Abdullah, Head of Sponsorship, ASEAN Rice Bowl Startup Awards followed by Best Social Impact Startup presented byPg Sarimah (Startup Hub), and continuing on with Yazid Azahari, Senior Project Manager at Microsoft (Brunei) who presented the winner of Best E-Commerce Startup. The fourth category was presented by Progresif’s Head of Product Development, Radi El-Fassed. Just before the final award was given out, there was a performance by Brunei’s very own Tropical Hornbills with two of their original numbers. Finally, the Startup of The Year was presented by ARBSA’s very own Rubi Ain-Dahlan

The winners received trophies which were 3D-printed, specially flew in from Kuala Lumpur, events ticket to the ARBSA in December of this year.

“It is not always you get to take part in celebrating innovation and innovative ideas, let alone giving out awards to them,” said Afiq Mohammed, Project Manager. “The categories were selected according to the volume of startups in those categories. This is also an indicator of where Brunei is with effect to its startup scene. I believe that BRBSA will be seen more than an event, but rather something to look forward to. Moreover, we believe that the award is to recognise the blood, sweat and tears of the humans behind the brands. We hope that there will be more companies up for nominations in the next edition and at the same time, more categories to be opened up.”

Danny came up with the idea since his family runs a forward company and it made sense that he was able to facilitate in terms of purchasing items online especially from China. Inspire will be launching the first of the 8 Masterclass Series starting Monday, 18th September, for the next 4 weeks. The organizer will be kicking off with the title on “The Art of Selling” by sharing about why the top sales professionals succeed, and interesting observations such as the similarities and differences between selling a pair of $100 shoes and a $1 million oversea property from personal experience.

The Masterclass Series will be conducted by Shaun Hoon, the founder of Inspire magazine, who will be sharing a compilation of the most powerful stories and lessons learned from the publications. By command of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, the Prime Minister’s Office hereby announces that His Majesty has consented to the establishment of the Competition Commission of Brunei Darussalam, an independent body that is mandated to promote business competition in Brunei Darussalam economic landscape through the enforcement of the Competition Order 2015.

His Majesty the Sultan dan Yang Di-Pertuan Negara Brunei Darussalam has also consented to the appointment of Yang Mulia Dato Paduka Eddie bin Dato Paduka Haji Sunny as the Chairman of the Competition Commission, together with six members of the Commission. The members are Yang Mulia Awang Haji Mohammad Azmi bin Haji Mohd Hanifah, the Permanent Secretary (Industry) at Prime Minister’s Office; Yang Mulia Dr Awang Haji Abdul Manaf bin Haji Metussin, the Permanent Secretary at Ministry of Primary Resources and Tourism; Yang Mulia Awang Haji Abdullah Soefri bin Pehin Orang Kaya Saiful Mulok Dato Seri Paduka Haji Abidin, the Assistant Solicitor General at the Attorney General’s Chamber, Prime Minister’s Office; Yang Mulia Director General of Department of Economic Planning and Development (JPKE), Prime Minister’s Office; Yang Mulia Awang Mohammad Harris bin Brigadier Jeneral (B) Dato Paduka Haji Ibrahim, Head of FDI Action and Support Centre (FAST) Division, Prime Minister’s Office; and Yang Mulia Dr Joyce Teo Siew Yean, Assistant Vice Chancellor (Global Affairs), Universiti Brunei Darussalam.

The establishment of the Competition Commission of Brunei Darussalam and the appointments of the Chairman and members of Commission are effective from 08 Zulkaedah 1438H corresponding 01 August 2017M.

The objective of the Competition Order 2015 is to promote and maintain fair and healthy competition to enhance market efficiency and consumer welfare in Brunei Darussalam. In line with this, the Competition Commission will oversee and act on competition matters as mandated in the Order. This includes adjudicating anticompetitive cases and imposing penalties on companies found to infringe the Competition Order 2015.

The Competition and Consumer Affairs Department is established under the Department of Economic Planning and Development, to serve the Competition Commission as their investigative and administrative arms. The Department is also responsible in carrying out functions such as advocacy, receiving complaints and conducting market reviews.

Before the enforcement of the Order, a transitional period will be introduced. The transitional period will phase in after advocacy work in familiarizing and developing a competition-aware culture in Negara Brunei Darussalam has been carried out.

The Competition Order 2015 will be enforced in phases starting with the prohibition of anti-competitive agreements and practices. This phased approach serves to give all parties sufficient time to prepare for the orderly enforcement of this Order.

The introduction of the Competition Order 2015 and the establishment of Competition Commission of Brunei Darussalam underscores the efforts of the Government of His Majesty the Sultan and Yang Di-Pertuan Negara Brunei Darussalam in achieving a sustainable economic growth in line with the economic goals of Wawasan Brunei 2035. It also signifies the commitment of Brunei’s Government in fulfilment of the goals of the ASEAN Economic Community. The Competition Order 2015 is intended to address any competition-related concerns and maintain proper functioning of markets, provide certainty and enhance investors’ confidence, as well as an important safety net that safeguards the interest of local business players and consumer welfare.

Now, how I wish we can have more of this in Brunei.. I’ve attended many sessions in terms of grooming presenters and pitchers when it comes to presenting business ideas. It’s never an easy feat if you are new but once you get the hang of it or master it, you will enjoy it even more.

The event known as Startup Weekend Brunei was organised by young, vibrant bunch from the Creative Core BN and the event was held at the Progresif Headquarters Event Hall. Basically Startup Weekend is a 54-hour entrepreneur workshop and the goal is to create an an environment where passionate people can come together and have an experiential education on all things startup from networking, collaborating and exposing potentials to see real results from idea to action.

Sometimes I wish I can still be part of it as my mind is still boiling with ideas and I also realised how I love the business side of things and always open to opportunities if given. Hence this platform given by Startup Weekend is an excellent platform and only given in a space of 3 days in translating your ideas into a business pitch.

The responses were pretty good as they had commendable sign ups for the said event. Last Sunday was the final day of the 54-hour entrepreneur week where six teams had to deliver their ideas and its lucrativeness to entice the judges to buy their ideas.

The panel of 3 judges were Radi El-Fassed the Head of Product Development Progresif Cellular Sdn Bhd, Rahimah Yussof thr Co-Manager and WTM Lead, Google Developer Group Brunei and lastly Hamdi Matussin (NJ) Creative Director, Mixmediaworx.

The winner of the Startup Weekend Brunei was team Living Nest. They were awarded with a return flight to Kuala Lumpur and also attend the ASEAN Rice Bowl Startup Awards.

Second place went to team Do Good which was my favourite of the lot while team Nakhoda came third place.

I love this see more of this and I hope other stakeholders can take note on conducting a successful event like how the Creative Core BN has done for the Startup Weekend Brunei. This is also a good awareness program to urge the youth that entrepreneurship shouldn’t be taken lightly or even as a last resort.

The inaugural weekend long workshop was made possible by support mainly from Progresif Cellular, Bank Islam Brunei Darussalam and Darussalam Enterprise. Keep up the good work.

Maybank Brunei wins Best SME Bank again

Maybank Brunei has been recognised as the ‘Best Small and Medium Enterprise (SME) Bank, Brunei 2017’ instituted by Capital Finance International, United Kingdom. This marks the second time Maybank Brunei has received the award, with the first being in 2015. The milestone was addressed during a press conference last weekend.

According to the judges’ remarks from Capital Finance International, being the only fully localised foreign bank in the country, Maybank Brunei is fully integrated with the Brunei business community and maintains a vast network of contacts that keep the bank abreast of developments and allow it to help SMEs grow and prosper.

Maybank Brunei’s Head of Business Banking & Transaction Banking, Bobby Sia said, “Despite the challenging business environment, Maybank Brunei achieved a double digit growth in its profit before tax (PBT) for 2016 and will be looking to further build its SMEs presence in the Brunei financial market.

“Winning this award again is a testimony of our commitment to the market as well as our capabilities to leverage our position as the only fully localised foreign bank in Brunei,” he added.

The recognition comes close on the heels of the bank receiving the ‘Fastest Growing Bank, Brunei 2016’ accolade from Global Banking and Finance Review, UK for the second consecutive year last year and Maybank Brunei is looking to repeat the feat again in 2017.
